Projects “Electromagnetic Sensor Calibration Platform” and “FPGA Wafer-Level Test Platform” Supported by Special Funds for Renovation and Purchase Passed Acceptance Inspection

On November 28, 2012, Office of Special Funds for Renovation and Purchase, Chinese Academy of Sciences (CAS) organized experts to conduct onsite acceptance inspection of two instrument purchase projects, namely, “Electromagnetic Sensor Calibration Platform” and “FPGA Wafer-Level Test Platform”, supported by IECAS 2011 special funds for renovation and purchase. The acceptance inspection expert team was composed of experts from Center for Space Science and Applied Research of CAS, Institute of Semiconductors of CAS, and Institute of Acoustics of CAS, and Tian Dongsheng, the Director of Office of Special Funds for Renovation and Purchase, CAS presided over the acceptance inspection conference.

At the conference, the persons in charge of these two projects made presentations on the project work and the final settlement of account to the expert team and the Chief of Department of Materials and Conditions reported the project management situations. The expert team verified the actual running status of the projects and reviewed relevant documents and financial accounts, and then thought that these two project teams had organized implementation to complete the construction targets in accordance with the approved implementation schemes, that all technical indices met or were better than the requirements specified in the implementation schemes, that the technical documents were complete and that the expenses were used reasonably, so all of the expert team members agreed that these two projects should pass the acceptance inspection.

In the “Electromagnetic Sensor Calibration Platform Construction Project”, 5.6319 million RMB Yuan was invested in fixed assets and 15 pieces (sets) of instruments and equipment were newly added. 5.44 million RMB Yuan was for renovation and purchase from the special funds and 0.1916 million RMB Yuan was self raised by the owner unit. This project, after being constructed, will enhance the electromagnetic sensor development capability of the research and realize calibration and test of high-sensitivity magnetic field sensors, and it can meet the needs of many research tasks undertaken by Institute of Electronics, Chinese Academy of Sciences (IECAS).

In the “FPGA Wafer-Level Test Platform Construction Project”, 4.149 million RMB Yuan was invested in fixed assets and 11 pieces (sets) of instruments and equipment were newly added. 3.97 million RMB Yuan was for renovation and purchase from the special funds and 0.179 million RMB Yuan was self raised by the owner unit. This project, after being constructed, will form a test platform to realize FPGA wafer-level test with such capabilities as quantitative analysis, functional verification, failure locating, and temperature performance attenuation analysis, etc. for key module/device properties of pre-packaged FPGA chips. It can meet the needs of many research tasks undertaken by IECAS.

The special funds for renovation and purchase are “Special Funds for Renovation and Purchase in Central-Level Scientific Institutions” established by the Ministry of Finance of the People’s Republic of China in 2006. Chinese Academy of Sciences was listed in the special funds supported objects in 2010. The “Electromagnetic Sensor Calibration Platform Construction Project” and “FPGA Wafer-Level Test Platform Construction Project” for IECAS were approved in 2011, and IECAS established a special team for renovation and purchase in the same year; Department of Materials and Conditions was in charge of the projects, and it was responsible for the whole process management of the projects, specifically including imported product declaration, equipment bidding, progress control, and organizing project acceptance inspection in the process of project organization and implementation. The research offices were project implementation departments, mainly responsible for equipment selection, technical agreement signing, equipment acceptance inspection, and equipment operation and management. IECAS will follow the principle of “mutual establishment, sharing, and common use” for the renovation and purchase projects, and all future projects constructed under the support of the special funds for renovation and purchase will be incorporated into the management system of institute-level common service platforms and will be opened to units both inside and outside the institute to share operations and to increase the equipment utilization rate.
