On the morning of May 25, “IECAS Forum” held a situation education lecture at the lecture hall of Kedian Building. Major General Luo Yuan, member of the CPPCC National Committee, executive vice chairman of China Strategic Promotion Association and executive council member of China Association for Military Science were invited for a lecture on China’s Defense Modernization and Peripheral Security Environment. Wang Keqiang, Party secretary of IECAS, presided over the lecture. Zhang Guoqing, deputy director of IECAS, presented the commemorative medal of “IECAS Forum” to Luo. Over 200 persons attended the lecture, including leaders of IECAS and members of the Party Committee of IECAS, members of leading bodies of all departments and members of branch committees of grass-roots Party leadership groups, as well as representatives of Party members, in-service staff, retired staff and postgraduates.
In the lecture, Luo began with the parade in celebration of the 60th anniversary of the founding of New China, comprehensively, systematically, professionally and authoritatively introduced China’s major progress and achievements in defense modernization, expounded and analyzed peripheral environmental issues concerning China’s national security, and made pertinent suggestions on several problems of China’s soft strength building yet to be improved. He noted that, in the face of the increasingly complex international security situation as well as increasing institutional and military threats posed by major Western powers, China must speed up defense modernization; the army and the people of the nation must carry forward the dauntless spirit of fearing no sacrifice, bleeding, hardships or power and the revolutionary heroism tradition of militarism, unity, self improvement and patriotism, maintain world peace and safeguard national security with the tremendous military strength formed by defense modernization, and lay the strong groundwork for the peaceful rise and great rejuvenation of the Chinese nation. Also, he hoped all sci-tech staff would value the army and love the country, keep making innovation and continue to contribute to defense modernization.
Luo’s lecture was comprehensive, pinpoint, visionary, profound, illustrated, vivid, convincing, farsighted, profound, thought-provoking, encouraging and inspiring, and his voice was sonorous, ebullient and infectious, not only showing his strong sense of national security and patriotism as a Chinese, a Chinese army man and a Chinese general, but also viewing China’s national security from a global perspective and China’s actual peripheral security environment from a historical perspective. The lecture is not only a good one on situation education and defense education, but also a profound one on patriotic education and ideological and political education, will play a positive role in enhancing sci-tech staff’s sense of national pride and sense of urgency and responsibility for devoting themselves to innovation in defense science and technology, and in promoting the reform, innovation and development of research institutes.
During presiding over the lecture, Wang stressed, though peace and development are still the main themes of the present world, international competition has increasingly been fierce, the international situation is turbulent, behind which is overt and covert political games, external and internal fight for interests, invisible and visible cultural conflicts; fundamental factors deciding the competition and games, flight and conflicts have increasingly been dependent on the level of defense modernization and military strength of a nation, and on comprehensive national strength supported by economic strength and capacity for sci-tech innovation. As a state research institute and national sci-tech team with the mission of innovating defense science and technology, the research institute should pay attention to and keep abreast of the world situation, especially China’s national security and peripheral environment as well as their new requirements for defense modernization and innovation in defense science and technology, give play to sci-tech advantage, base itself on sci-tech innovation and serve defense modernization to make due and positive contributions to safeguarding national security and maintaining world peace.
The lecture is the fifth of “IECAS Forum” and the second this year. It struck a chord with attendees, and received warm welcome and unanimous praise. Whether middle-aged and young backbone working in the frontline of research and management or hoary-headed retirees and ambitious young students undertook to put into action national spirit and patriotism and make new contributions to China’s defense modernization with new efforts and achievements in sci-tech innovation.
