Intensifying Corruption Combat and Guaranteeing Innovation
——IECAS Holds the 4th Lecture of IECAS Forum
On the afternoon of April 27, the 4th lecture of “IECAS Forum” was held at the academic report hall in the 1st Division by IECAS. Li Ding, Deputy Chief of the discipline group of the Central Commission for Discipline Inspection of the CPC at CAS and Director of Supervision and Auditing Bureau, CAS was invited for a special report on Intensifying Corruption Combat, and Guaranteeing Innovation. Wang Keqiang, Party Secretary of IECAS, chaired the meeting, over 70 attendees including President Wu Yirong, Deputy President Zhang Guoqing, members of the Party committee, members of the discipline inspection commission, directors and deputy directors of departments, as well as secretaries of Party branches listened to the report. Units in the second area with cooperation with the Beijing Branch were also invited to send related personnel to the report.
Li’s report was precise, detailed and enlightening with extensive documents, evidence, pictures and texts. He used massive data and vivid cases to present profound, systematic, detailed and vivid elaboration on the situation and tasks of Chinese corruption combat, CAS’s efforts and thoughts of corruption combat, as well as advocacy of scientific integrity and prevention of academic corruption according to the actual situation of research institutes under CAS.
He pointed out in his report that China is facing severe challenge and great pressure in its anti-corruption efforts as the economy is developing rapidly. He quoted the words of the General Secretary “obvious effects and prominent problems coexist, intensified efforts and higher frequency coexist, and growing expectation and difficulty of radical treatment coexist.” While exploring the root cause, he said that the transformation of the thoughts and deficiency of management is the important cause for corruption.
In his report, Li summarized the anti-corruption efforts of the Party group of CAS and Supervision and Auditing Bureau, CAS in 2010, and focused on the new deployment of CAS on corruption combat and the general concept to further strengthen CAS’s corruption combat. He said, to further free our minds, make innovations and work hard on prevention and supervision in the eight key areas of corruption combat, it is necessary to continue implementing the three instructions by CAS President Bai Chunli on discipline inspections and auditing: first, focus on funds supervision to ensure supervision and prevention in key areas; second, take implementation of corruption combat standards as an opportunity to strengthen the construction of work style and self-discipline; third, based on implementation of responsibility system to complete all tasks of corruption combat.
He also talked about the significance of advocacy of scientific integrity and prevention of academic corruption in his report, saying that regulation and promotion of academic environment and scientific research morality will not only contribute to the sound development of scientific research career, but also help the image, prestige and influence of ethnic culture in the world. He pointed out that CAS has compelling responsibility and obligation to build and maintain a pure, rigorous, disciplinary academic environment with moderate disciplinary measures.
He encouraged the attendees to work innocently and be down-to-earth people in their work and life to face various temptations in society with rational and calm attitude, to restrain themselves with high sense of responsibility and self-discipline and keep promoting their self-cultivation and taste and make the right decision which lives up to the career, family and themselves.
The report was alarming, thought-provoking, focused and spectacular with a clear-cut theme, close to the actual situation of the research institutes under CAS, was persuasive and infectious, and was of great targeting and guiding significance to anti-corruption efforts of research institutes under CAS.
Secretary Wang spoke highly of Li’s excellent report in his concluding speech, saying that the corruption combat of IECAS is facing austere challenge. In the situation in which funds increase rapidly and infrastructure construction intensifies, funds management and the work of integrity and self-discipline have to keep up with higher standard. According to Li’s report, he stressed that it is important to keep state-owned assets away from erosion while helping related cadres and employees to strengthen their consciousness of integrity and self-discipline at all times to guarantee the success of their career and the happiness of their life in promotion of transfer and transformation of scientific achievement. He encouraged the attendees to pursue the higher level and higher realm in life with the rapid development of scientific research career.
At the report, President Wu Yirong presented Li Ding with a commemorative plague of “IECAS Forum” on behalf of IECAS.
The report of IECAS Forum is a special educational activity organized by the Party committee of IECAS as well as a special learning activity of the central group of the Party committee, which is aimed at learning and implementing the spirit in the CAS Discipline Inspection and Auditing Conference in 2011 and the Measures for the Implementation of Several Standards for Improving the Party’s Work Style and Building a Clean and Honest Government.
