Thoroughly Advancing Excellence Campaign to Meet the Party’s 90th Anniversary
IECAS 2011 Business Training for Grass-Roots Party Cadres
On April 8, 2011, IECAS 2011 business training for grass-roots Party cadres was held at Kedian Building. The training was aimed at improving the competence of the grass-roots Party workers of the institute, further standardizing the business process of Party work, and increasing the systematic and scientific level of grass-roots Party work. Over 100 members of all general and affiliated Party branches were present. Cai Chenxi, director of the general Party office, presided over the conference.
In the morning, Wang Keqiang, Party secretary of IECAS, made a keynote speech on “intensifying competence training and increasing the level of Party work”. Based on the institute’s actualities, from three aspects-“situation, task and challenge”, “quality, capacity and method” and “learning, practice and thinking”, he conducted a comprehensive, systematic and in-depth analysis of how to carry out grass-roots Party work, noting that profound changes in international and domestic situation and external environment posed higher requirements and more severer challenges to the grass-roots Party work of the institute, Party workers must recognize the situation, define tasks, meet challenges, improve competence and lay a solid work foundation; should focus on cultivating competence and sharpening work skills; should improve methods more pertinently and effectively. To this end, they should raise the awareness of learning, create a life of learning and build learning-oriented Party organizations. He stressed that learning enriches life and boosts development, is not only an integral part of core competitiveness, but also the source and essence of all the other core competitiveness. Party workers should value practice, effectively raise the awareness and executive force of development and innovation in work, value thinking, keep to the center, make clear the direction, grasp the overall situation and keep increasing the scientific level of grass-roots Party work. Also, he deployed the major tasks of grass-roots Party organizations in 2011, and raised specific requirements for grass-roots Party organizations in respect of thoroughly advancing the excellence campaign, effectively strengthening the building of grass-roots Party organizations, developing Party members among key research and management staff and other work. He hoped that all Party workers would make concerted efforts and work concretely to elevate the institute’s Party building work to a new stage, give further play to the role of grass-roots Party organizations as fortresses and the role of Party members as pioneers and models, and meet the 90th anniversary of the Party with outstanding achievements in Party building.
Next, Fang Guangyou, member of the Party committee and director of No. 10 division, gave a report entitled “An Unforgettable History”, sharing his thoughts on March toward Science. He briefly reviewed the early history of the Chinese Academy of Sciences (CAS) as well as the foresights and outstanding contributions of leaders such as Zhang Jinfu, and probed into matters such as positioning and development, planning and fulfillment, and guarantee and services based on the institute’s actualities, to offer many new ideas for grass-roots Party work in the new situation.
Cai publicized the spirit of some recent important documents adopted by the Party committee, deployed relevant tasks, and specified schedules.
In the afternoon, Zhang Heping, director of the general Party office; Hu Zhihui, branch secretary of the Department of Intelligence Study of the National Science Library, CAS and Chen Changjie, chief of the General Administration Office of the Institute of Biophysics, CAS were invited for exchange reports on the basic content and procedures of work of grass-roots Party branches; keeping to the center, serving the overall situation and innovating grass-roots Party work; and advancing grass-roots Party work based on “highlighted” work. Also, they had interactive exchanges with the attendees on Party work.
The attendees said the training was compact, all-inclusive, pertinent, enlightening and of great guiding significance to the institute’s current grass-roots Party work, pledging that they would deepen learning, keep improving competence, stick together, unite and mobilize Party members, work hard and solidly, keep to the center and innovate services, to push the institute’s Party work to a higher level and make greater contributions to the innovation and development of the institute.
